Ever since I upgraded to Debian 10 I get a passel of messages from Plymouth (aka Big Mouth) that says OK, OK, OK, OK, OK. How do I get it to just shut up?

Are these appearing on the plymouth boot overlay screen?

That sounds like the console screen rather than Plymouth. It's always best to describe exactly what you see (in as much detail as possible) rather than offer your potentially incorrect interpretation of what you see.
Go through the Plymouth page on the Debian wiki and see if it's configured correctly.

You could also let us know if you had plymouth working in Stretch, your graphics hardware and driver setup, and how you know that the OK messages are coming from plymouth if all that appears on the black screen is "OK".

Perhaps the problem isn't coming from Plymouth at all.
I get messages like [ OK ] starting something-or-other. The OK is green; everything is else is white. The background is black without any disgusting "eye candy".
Before I reinstalled I didn't see these stupid messages at all. The screen was just black until the desktop appeared.
The next time I boot, I'll take a picture.

Add quiet as a kernel command line parameter. See https://wiki.archlinux.org/index.php/ke ... eters#GRUB for the method.
And if you find eye candy "disgusting" then you most certainly don't want Plymouth installed or configured on your system, all it does is supply a "pretty" boot splash screen.

"quiet" is already the default in the normal (not recovery mode) boot entry.
Yes, [ OK ] lines are printed by plymouth.
IIRC :
- the "nosplash" kernel parameter disables plymouth
- the "splash" kernel parameter enables plymouth splash screen which hides the lines (toggled by pressing Esc)
plymouth also handles passphrases.
