New Debian 10 Budgie Desktop install no desktop background.

The title basically says it all. New Budgie desktop install from Debian 10 netinstall image. I have covered all of the bases that I can think of, but something must not have gotten installed. GDM3 for login manager, budgie-desktop, plus extras. I tried to see if there were any recommends that didn't get installed, but no. Settings --> Background sets desktop background, which turns white. Not familiar with Gnome 3, ie don't know what Gnome 3 uses to set desktop background. I realize that I could use Nitrogen or Feh, but I don't know what is standard to work with Settings --> Background with Budgie Desktop. Any ideas?

Have you tried RIGHT-clicking on the Desktop to see if "Change Background" appears?

No change. Not sure if this will help or confuse the issue, but even though I have gnome-online-accounts installed, I am not getting any item in the Budgie menu...

I tried installing Nitrogen and setting a color as background. That didn't work either. Starting to look like a bug...

Already tried that. It didn’t work. Couldn’t even set a color for the background. That is why I am thinking that this looks more and more like a bug.
