I understand the ALSA is the underlying mechanism with PulseAudio on top of that. I am using Xfce 4.12 on Debian 10 and have access to PAsystray and the volume control that it brings up.

On that screen are horizontal sections representing the various streams.

The first question is why there are multiple streams with the same name?

The second question is why do they not go away when finished? Can they be removed?

The third question is that system sounds are very loud, but that control does not lower their volume. Where is the control for system sounds?

System sounds are controlled on the Playback tab, where it says "System Sounds". Adjust the slider to suit.

None of the devices will go away as long as they are attached to the system. They can be muted if you want. I'm not sure what you mean by 'multiple streams with the same name'. There are input devices and output devices, recording and playback devices, but no streams, at least in what I understand to be the common meaning of streams. On the configuration tab there are many possible choices, all of them slightly different.
Take my advice, I'm not using it.
