Root PATH was not changed to exclude /sbin. What was changed since Buster is the way to change to root environment now needs to be made with su - . If you do su without the dash it elevates privileges but retains the user environment. Read this: https://forums.debian.net/viewtopic.php?f=16&t=14...

I don't understand. Whose PATH do you expect it to be in? IMO it depends which generation of amd64 hardware you're using. I recently upgraded from a ddr2 system to an i3 ddr3 system and the difference is very noticeable.
