When I use iptables -X, then it gives me the following error message:

# iptables -X
iptables v1.8.7 (nf_tables):  CHAIN_USER_DEL failed (Device or resource busy): chain SYN_FLOOD
I did iptables -X || /bin/true, but it didn't matter.

Any idea?

As I said, I installed the apticron-systemd package. It created an apticron.conf file under the /usr/lib/apticron/ directory. Should I edit that file and start the service?

I removed the Apticron and installed apticron-systemd package. It never created a directory named suricata under the /etc/ directory. Why on earth would apticron install suricata's config directory?
