(source)The user _apt is created by the postinst script of the apt package (/var/lib/dpkg/info/apt.postinst).
It's the owner of /var/cache/apt/archives/partial and /var/lib/apt/lists/partial
and used by APT to download packages, package list, and other things.

I'd switch to a different, more reliable mirror. Synaptic > Settings > Repositories provides a list of alternatives.

If I do ifdown eth0 then wifi works. If I reboot, the same problem exists. ... which is why, on my laptop, - as quick(ly) as dirty - I removed every ethernet / "wired" entry from the Network Manager 's list of connections. Speaking of, you may rather want to revise those "wired"...
