When I looked at all the caveats and gothas to doing an upgrade, it looked like I have to just do a new install from fresh as I normally must. (I always hope that there will be a simple apt or Synaptic upgrade path, but that will probably never be.) I just don't have time right now.

My personal experience is to just back up everything, and then do a fresh install. This gives a person a chance to reorganize their data and to move it to a drive that can be removed and kept out of the fresh install process. This is probably a good opportunity to install Qubes first and then Debian...

I suppose you are correct. If I had a new distro, I would think that the best way to install would be to create a web page where the kernel is first customized for the user's hardware, and only then would the network installer know what to do during the install process.
