Nevermind, the extra applets are included by default in Debian 12. When you add panel applets, it's under org.gnome-panel.status-notifier So to get a full notification area you need: org.gnome.gnome-flashback.system-indicators (sound/microphone) org.gnome.gnome-panel.notification-area (network) org....

I also tried to create a new user profile and log in using it. Xfce4 loads normally on the new profile.

I also tried to logout of the graphical desktop, logging into the tty, and deleting ~/.config/xfce4 and ~/.config/xfce4-session. The results were the same.
