I use debian 11 on my server upgrade from Debian Buster and Debian Bookworm on my VM upgrade from Debian Bullseye there is no netplan implementaion.

I think windows is too many bug,maybe in this case you get random bug from windows 10. I sugest you can use linux environment to run linux in VM more reliable and less trouble.
