The best alternative is OpenStreetMap, which is both free and Open Source. Other great apps like GNOME Maps are Google Maps, Google Earth, OsmAnd and Organic Maps. If it's for personal use, consider self-hosting wit yunohost, it's super easy, you can setup email, xmpp, nextcloud and many other server apps. A rpi4 with an ssd or an odroid m1 are more than enough.
