My uninterruptible power supplies were both rapidly engaging and disengaging for a few minutes. At first I through maybe the wiring in my house was going but then later learned that these geomagnetic storms are occurring.

That is the theoretical maximum speed of USB 2.0. I would expect the link to negotiate a 10/100 mbit speed with anything constricted by USB 2.0.
