It maybe fixed. Keep in mind that this is the only video I've really tested. But everything works this well. Wouldn't you say this combination fixed it?
I installed, vainfo, pipewire, and liquorix kernel. The kernel seemed to make the most improvements.

I just got back from testing iceWM, TWM, Fluxbox, and Openbox. The video behaved worse on all of them! I'm going to timeshift the system back to the way it was.

Have you tried a windowmanager setup instead of a desktop environment? No but no problems on other Distros, just Debian!!! At least give us something to go on, so far very little. Are there any error messages in logs? Possibly you may get helpful messages if you run the application from terminal, something like mpv nameofvideo.mkv We did that already at the very beginning of this thread!!!!! No error messages helped us...
