The problem is solved, and in a very unexpected way. I tried holding down the Alt key, but that does nothing on the login screen. Install xinetd and accept telnet connections through it. xinetd also has access control, so you can allow only localhost through its config. Despite its name, xinetd has nothing to do with X, and it's usable regardless of whether X is installed.
