no its nothing to do with the meltdown patch (which is both kernel and microcode) this is throttling not just a performance drop.

it seems the latest kernel implements bios-overriding power-saving, which could have latency issues but should save on the power bill.

kernel parameters seem to fix it, but still annoying the kernel overrides the bios....

Just upgraded the kernel to 4.14.0-3 in Sid and noticed "grep MHz /proc/cpuinfo" and lscpu are showing various values from 1GHz to 3.3GHz depending on load, as you'd expect on a laptop using cpufreq governors or somesuch. The thing is, this is a desktop Xeon X3470 2.9GHz overclocked to 3.3...

seeing this too on sid, replied to the bug. assume its the 1.30 to 1.31-1 upgrade in October and it wasn't fixed in December's 1.31-2

killing and restarting gvfs-mtp-volume-monitor "fixes" it easier than rebooting.

i'm having a related problem where nautilus' open-in-terminal facility is not preserving SSH_AUTH_SOCK so i need to figure out where to put "dbus-update-activation-environment SSH_AUTH_SOCK SSH_AGENT_PID"

gnome-dust isn't installed:
it only seems to be the directory icons (in Icedove too) and possibly the Terminal and Files icons are larger.
