debian 9 MATE ignores power settings
I have tried to configure this system to not shutdown, or sleep, or blank the screen when on AC power, but it blanks the screen anyway after a few minutes.

You do not say how you tried to configure this.
Do you really mean that you want to stop shutdown? Or, do you mean hibernate?
