Some Free/Open Source emulators are not in Debian's repos?

PPSSPP, FlyCast, and DuckStation are Free/Open Source but are not found in the repos.
PPSSPP has been around for a very long time and still not found in Debian.

Is there a reason they are not found in Debian but are in Arch, Fedora, and OpenSuse official repos?

Are the developers not wanting them to be in Debian?
Or perhaps nobody has requested them to be included?

For a package to be included in Debian, first it takes someone to package it to required Debian standards, then it must go through unstable and testing before finally migrating to stable, plus it needs someone to volunteer as maintainer.
So yes, it would seem nobody has enough interest to do all that.
There are flatpak or appimages available for all of those which should run on Debian.
