Slower USB<->USB transfer after upgrade to Debian 11

Hello,
I have upgraded Debian buster to bullseye. Everything are working good but one thing not.
When copying files from external SDD to other external SDD copy speed is much slower than on Debian 10.
Currently copy speed are between 250 and 280 MB/s. However, earlier on the Buster I have copy speed at 390+ MB/s.
Debian 11 is up to date.

I am using MSI CUBI N 8GL (Intel N4000 CPU).
Both SSD's are connected to USB 3.0 ports(without any external hubs).
I using midnight commander to copy files. I have tried copy files with cp -a ... but with same results.
I have checked IO speed with iotop application and it shows same speeds as mc.
I have checked both SSD's on other computer(with Ubuntu 20.04.3 LTS) and copy speed is 390+ MB/s with same files.

I have added mitigations=off to kernel parameters for test but copy speed not changed.
I have checked speeds on both SSD's(not at the same time) with iozone app and it shows 400+ MB/s read and write(with 16MB chunk size) - so it's ok. So it can be assumed that USB<->USB transfer is the culprit.
When copying files, the use of CPU reaches up to 60%.

What else I can do to check what is wrong?

I have checked copy speed on live cd's(on pendrive).

debian-live-11.1.0-amd64-standard.iso (Bullseye):
Copy speed between external USB SSDs is up to 280MB/s :(

ubuntu-20.04.3-live-server-amd64.iso:
Copy speed between external USB SSDs is up to 380MB/s

archlinux-2021.11.01-x86_64.iso with kernel 5.14.15:
Copy speed between external USB SSDs is up to 230MB/s !!! :(

debian-live-10.11.0-amd64-standard.iso (Buster):
Copy speed between external USB SSDs is up to 390MB/s and sometimes even 400+MB/s !!!
