Firefox ESR Language Packages
Firefox ESR has many packages that start with “firefox-esr-l10n-xx” which appear to be a language packs for the browser. Is it safe to remove all of those packages and just leave firefox-esr and firefox-esr-l10-en or it will break functionality of the application?

Yes, that's right; they're all for languages other than the default, which is US English so, unless you wish to use firefox-esr with another language, you can remove them all, if installed, including, for example, firefox-esr-l10n-en-gb.
