Debian has a system of a local html based index for installed documentation.

To use it, install the package doc-base, and a doc-base client.
I recommend dochelp as the client.
It does not need a local web server, or indexing crawler process, as the others do.
It just instantly works, with no configuration needed.

file:///var/lib/dochelp/documents.html
Bear in mind that most packages have their documentation packaged separately,
so you have to install these doc packages for doc-base & dochelp to be useful.
