setup wifi in 10, netinst freshly installed without network

when i installed debian-10.9.0-amd64-netinst.iso and left wifi setup stage, and booted to the installed system, how to connect to wifi?
maybe it is not possible without connecting via lan first. i tried https://wiki.debian.org/WiFi/HowToUse and some other pages but these packages are missing:
wpasupplicant, iw, iwd, wireless-tools.
if it is not possible, how do you think, should this be added to netinst by default? maybe somebody will make bug report.

Did you had internet connection while installing with netinstall? As it is required for it to download and install all necessary packages. It is possible that it failed to connect since it didn't had necessary non-free firmware for your wifi.

i intentionally did not connect to network at installation. because i did not know how to set up custom repository mirrors at that stage. so, i tried to install it without network.

though they say on https://www.debian.org/distrib/netinst :
This method of installing Debian requires a functioning Internet connection during installation.

The netinst CD here is a small CD image that contains just the core Debian installer code and a small core set of text-mode programs (known as "standard" in Debian). To install a desktop or other common software, you'll also need either an Internet connection or some other Debian CD/DVD images.
so, it works even without network. so, i tried it. indeed, i was able to install it and boot to the installed system.
