what version of Debian and ufw are you running?
From the 4.19 kernel I am guessing you are at best running Buster.
You should try to upgrade to the current Debian stable Bullseye.

If you want a quick and easy fix, just use nftables: viewtopic.php?f=16&t=143876

Just edit the config file if you need to open any ports. (All incoming connections are blocked by default.)

The first thing I would do would be to upgrade to the current Debian Stable Bullseye.
Then like Hallvor mentioned just use nftables.
