Add more packages to install on modified debian 11 iso

How would I be able to modify a debian iso to install packages found in apt-get? I just want to open a debian iso and modify the file that controls the installation.

You could have a look at creating a debian iso with whatever you wanted on it:

There's an application called isomaster which allows you to add/remove files to an iso image. Adding extra packages is a bit more involved than just that though, you will have to edit config files and scripts as well.
I used it for something I don't recall a million years ago but sure it worked. Absolutely no guarantees it will for your use case.
