I post stupid questions all the time. I can admit that. I can also say I am probably a relatively average user and have never looked at the stickies on pretty much any forum I've ever used. I can't imagine most people do. In a hurry to get to their issue at hand. I think instead of more strongly worded they need to be forced once a month or something, i know that won't be popular. But if it's optional, i'd put money on people almost never even looking at them.
