I've got some old parts that will make a test server, with 4-6gb of ram... so I'm limited in what I can run.
If there is a better low resource option, I'm open; but this is what I'm looking at:
1. 32 bit Deb 7, I'd like to use KVM for bare metal, maybe headless to save resources.
2. then install 2-3 64bit guest OS's for the testing environment for local & remote/teamviewer adb/android rooting.
3. would probably test some other routing/firewall & cloud distros. Just a kick around testing environment.
I'm thinking I might get hung up on the Kernel and cannot find anywhere what limitations would I run into with Wheezy and kernel upgrades and/or if I can lay 64 bit architecture atop 32 bit hypervisor. I'm thinking I might have to run Xen bare metal, but would prefer KVM,
Lots of variables I'm finding in the initial install and trying to cover all the basics before departing on this journey.
Any knowledge on the basics here.

Welcome to the forum.
KVM cannot run on "bare metal", it's not a hypervisor. It is a "Kernel-based Virtual Machine on x86 hardware containing virtualization extensions" [1] , so that it requires a linux kernel to run on and a proper CPU.
A 32 bit Debian host cannot run 64 bit guest OSes, if I recall correctly.
Debian Wheezy (version 7) received Long-Term-Support until 2018-05-31. Now it is archived, and no longer receives official security updates. [2]
May I ask why are you interested in using such an old version of Debian ?
