OS: Debian 11 & 12
I would like to customize the Debian Logo (most likely a gif file) that appears between the Grub menu and the login screen. Where is this file is located?

I think you have Plymouth running. Either change the Plymouth theme, or edit a theme to change the background image.

It's quite involved to try to change the Plymouth theme script. I was just wondering whether I can simply use a jpg file to replace the default homeworld Debian Plymouth boot splash.

You need Plymouth to display an image.
A script to display an image would be very simple. Just find an editable theme in

/usr/share/plymouth/themes
