Multiuser PulseAudio

I've noticed that multiuser PulseAudio went from not working by default on Debian 9 to working out of the box on Debian 10 to not working by default again on Debian 11. I've also noticed that Debian 11 includes PipeWire as a possible replacement for PulseAudio. So, what's the easiest way to enable multiuser audio on a Debian 11 machine, be it PulseAudio or PipeWire?.
