Dell Vostro 14-5480 running Debian 11 bullseye does not shut down (SOLVED)

Debian bullseye (64-bit) does not shut down my Dell Vostro 14-5480. When I select "Shut Down..." from the menu, the screen freezes, but the power button remains lit and fan keeps working. Only after I hold down the power button for some seconds, it actually shuts down fully... If I use the commands "poweroff" or "shutdown -h now" the same thing happens.
Trying to solve this problem, I have already changed the grub (adding acpi=force or apm=poweroff) without success. However I do not want to disable ACPI (acpi=off) to not interfere in process of power management.

The last record on the screen before it freezes is
"ACPI: Preparing to enter system sleep state S5"
"reboot: Power down"

My UEFI/BIOS is updated (vA08) and my system is:
OS: Debian GNU/Linux 11 (bullseye) x86_64
Host: Vostro 14-5480 A08
Kernel: 5.10.0-8-amd64
Shell: bash 5.1.4
DE: GNOME 3.38.4
CPU: Intel i5-5200U (4) @ 2.700GHz
GPU: NVIDIA GeForce 830M
GPU: Intel HD Graphics 5500
Memory: 1891MiB / 3843MiB
Display: x11 server: X.Org 1.20.11 driver: loaded: modesetting, nvidia unloaded: fbdev,nouveau,vesa

ps: I tried change from X11 to Wayland to make some tests, but I think because I am using GPU NVIDIA, the Xorg server cannot be changed.
Does anyone have an idea about how to solve this problem?

Both poweroff and shutdown are in /usr/sbin, meaning you have use sudo or run command as root.

Thank you arzgi. But when I mentioned that I tried use the commands "poweroff" or "shutdown -h now" and the same thing happens, I meant that I used these commands with "sudo" but the result was the same, i.e., the screen freezes, the power button remains lit and fan keeps working. My laptop cannot be shut down by these commands in Debian. However, when I shut down my laptop by Windows (that I can access by dual boot), the computer turns off without problem. Therefore, probably there is some problem in configuration and not in hardware.

/sbin/poweroff, /sbin/shutdown and /sbin/reboot are the symlinks to /bin/systemctl.
On my desktop PC I use Ubuntu-20-04, /sbin/shutdown is in /etc/sudoers.d/sudoers but /sbin/poweroff is not,
but when I as user entering command poweroff computer turns off.

When Windows and Linux are installed in PC, Windows must turned off really but not only hibernates,
then PC will be abled turned off from Linux.

Thanks peter_irich. I tried the command "poweroff" before, but it did not work. The screen freezes when I use it. I also never use the option "hibernate computer" because when you work with different operational systems, probably you will have problems to access your files. Therefore hibernation is an alternative that can be excluded.

Then I can advice only to see /var/log/Xorg.0.log and /var/log/syslog after next entering.
If there are no errors in the log files, perhaps reason is in Linux or in Gnome. I use xfce4.

Thanks peter_irich. Although I did not find a solution yet, I guess you gave me a good clue about what I believe to be the problem. In fact, I notice in Xorg.0.log an indicative problem in ACPI:

It seems something related to connection between ACPI interface and NVIDIA. I tried to reinstall acpi, acpid, and to add a file (20-nvidia.conf) in /etc/X11/xorg.conf.d/) with this content:

Driver "nvidia"
Option "ConnectToAcpid" "0"
...
EndSection

Nevertheless, nothing worked. It does not appear to be related with Gnome because when I use my live-usb debian with XFCE, the problem persists. When I use the same live-usb debian in my old computer, it turns off without problem.

I found out the solution for this problem, and I'll post here to help anyone that is with the same. The system does not shutdown because a loaded daemon (nvidia-persistenced) prevent it. Therefore, I made a script in this pathway: /etc/rc0.d/K01shutdown. It contain these instructions:

#!/bin/bash
echo "Shutting down the computer..."
kill $(ps aux | grep nvidia-persistenced | grep -v grep | awk '{print $2}')

Next I gave permission to be executed:
sudo chmod 755 K01shutdown

After that, it is possible to shutdown normally, and the problem is solved.

Congratulate, but second command is not needed, because symlinks's rights never used.
Also you can use pidof command.
