Raspberry Pi 4B POE+ fan control

I installed Debian 10 on a Raspberry Pi 4B with an official POE hat.
I need to configure the fan to control the CPU temperature. This is possible with Ubuntu based on this article.
On Debian 10 there is no /boot/firmware/usercfg.txt file, so I tried this in the /boot/firmware/config.txt file. This had no effect. The CPU temperature is not controlled.

Any help would be greatly appreciated.

Thanks for your response @Aki. It looks like I will have to upgrade to the latest Debian to get a 5.13+ kernel.
I will do this when I have some time.
This link for Fedora also seems helpful.

Did you consider passive cooling for yours? No moving parts, it doesn't draw extra power to run the fan and doesn't make noise. I use it for my 4B, and I couldn't be happier.

Thanks for your response @Hallvor.

I use the official Raspberry PI POE hats in this 1U rack configuration.
I therefore do not have passive cooling as an option.
