I managed to register using third party internet.
I believe that other users who are new to Debian may be having the same problem to register.
I sent emails to forumadmin@forums.debian.net and team@forums.debian.net on 05/30-2020 and 05-06-2020, all of them unanswered.
Please administrators check what is happening in this forum regarding the registration / registration of new users.

Eu tentei fazer o cadastro, também, no site: http://www.forumdebian.com.br/ da comunidade brasileira, não é exibido o texto do captcha e não é possível concluir o registro, esta comunidade está abandonada?

One of the problems is whether you have a static (fixed) ip or a dynamic (allocated by your provider) ip.
You probably have a dynamic ip,
Once upon a time someone else had that ip and they used it to spam. Now you have that ip and it is associated with spam.
You can get a different ip by disconnecting your router from broadband for a few minutes and then reconnecting it again, Your provider should automatically give you a new ip number.
