[Software] a program window does not fit on the screen

This issue I have encountered on several debian versions about several programs.
Using the mate desktop. Have you too?

In system -> prefenrences -> look and feel -> appearance
you may set the font sizes. If set to about 14 then in some programs
a window that gets opened does not fit on the screen. No scroll
option is available.

For instance open an image in gimp 2.10.
Select image -> canvas size. The bottom part of the window does not display. A
workaround is to go to system -> preferences -> hardware -> displays.
Then rotate the screen left. Now the window will display correctly. Rotating
back to normal sometimes the window in the program will adjust
and get displayed fully. Sometimes a program will
remember its adjustment and a window will get displayed
correctly next time the program is started. Thanks.
