I'm running Bookworm RC3. [..] I wonder if when final release is available, the best option is upgrade or it would be better to create a new or expert install?
You can upgrade any moment. Before the release of the next Debian Stable (Debian Bookworm) actually scheduled for June 10th, you must replace "testing" with "bookworm" if "testing" is in /etc/apt/sources.list . This way you will stay with Debian Bookworm and will not upgrade to the next "testing".
Note: moved to "Testing And Unstable" sub-forum
