I'm having a problem on both my Sid machines where I'm getting a lot(470+) of packages held back when running apt. I thouht maybe it was me, but I checked on my server and had over 100, and thats on a pretty lean install. When I was trying to see why so many packages where being held back by running apt install "package name" it was proposing removing a bunch of packages, I obviously declined. So before I go digging to deep into all this mess I will give it few days as most apt issues get sorted out pretty quick, thanks to all the dev that work on sid.
Scheduled Maintenance: We are aware of an issue with Google, AOL, and Yahoo services as email providers which are blocking new registrations. We are trying to fix the issue and we have several internal and external support tickets in process to resolve the issue. Please see: viewtopic.php?t=158230
