Is there any significance to Debian point releases? I thought they merely incorporate the current state of packages into the ISO, saving a little bandwidth during installation.

Point releases can add new package versions even when they are not related to security updates. See https://www.debian.org/doc/manuals/deve ... oad-stable
For example we might get updates to tzdata or dns-root-data packages.
