First, I goes on the official MATe Desktop website to reach a discussion with their dev team, but they redirect us to use forum for each Linux distribution instead have their own forum. In hope they will grab this message !

I need to set some desktop users using MATE Desktop under Debian with the clock showing seconds in the menu bar. It work, but we observed the bar is always moving icons from left to right because the size of each numbers is not identical like a '1' and '2'. This is always getting a visual disturbance.
I would an improvement in the next version where a allowed field for clock is enough wide to fit maximum length for each numbers where it will not cause this bug.

I don't use MATE but it's clear to me that your clock uses a proportional font. Do you have a menu that allows you to set the font? In this case, choose a monospace font.

Can you add a space between the clock and the system tray and then lock the system tray so it cannot move? I'm not a Mate user either but I've seen this occuring and chose to not use the seconds because of it rather than hunt for a fix. The quickest solution is what @fabien said. Some of the Mate settings require using the second editor I believe.

The MATE Desktop doesn't allow to manage space or position for DATE/TIME and SYSTRAY icons on the bar.
We can adjust the size of the manu bar himself in pixels, but not the font size of the clock... and if the font clock could be modified, it seem the clock and other menu items are using the same font at all... I can't imagine to force the entire menu to use a fixed font.
If I set the menubar in floating mode, the same reaction is happening, we can see the bar moving from few pixels at each second when the digits are not using the same width...

I would add a video sample to share you the bar moving... But the forum doesn't allow a MKV file.

One thing you could try which makes it a bit less noticeable is to unlock the clock and move it to the centre of the panel, it does still move when the narrow digit (1) appears but it seems to me less noticeable and does not move the other items in the panel.
I know it is not really a solution but might help make it less annoying to the eye.
