From what I can see, Xboard supports many chess engine, chess variants including similar games to chess like shogi.
My question, as a game designer, if I want to create my own set of pieces with different movement patterns. Can I design my own game without programming anything? Can I do ti by just editing some datafiles? Or I need to program my own chess engine?

Not sure if this is the forum where someone will know about modding the game.
But here's the documentation, maybe there's something in there:
