Using windows powershell, I get a good signature:

gpg --verify SHA512SUMS.SIGN SHA512SUMS.TXT
gpg: Signature made 4/29/2023 1:48:07 PM Pacific Daylight Time
gpg: using RSA key DF9B9C49EAA9298432589D76DA87E80D6294BE9B

But when using GNU Privacy Assist Key Manager GUI, right click sha512sums sign file, more gpgex options, verify
Key ID 6294BE9B Status BAD Bad signature by Debian CD signing key


The only files in the folder are:
debian-11.7.0-amd64-netinst
sha512sums sign file
sha512sums txt file
