What's the current etiquette regarding the package takeover?
An old maintainer is unreachable and debian/watch is pointing to an outdated endpoint.

It's a tricky topic. As far I know, according to Debian developers-reference (Chap. 5. Managing Packages), there are multiple ways: All of them are reserved to Debian developers.
