Can't ping machine unless plugged into a monitor

I've installed bookworm on a compute stick and want to RDP into it without a monitor. When it has a monitor everything works perfectly, but If I boot without a monitor I can't RDP into my machine. Pinging the machine results in a DESTINATION HOST UNREACHABLE.

If you boot the compute stick while attached to a display, and then unplug the compute stick from the display, does it remain reachable over the network?

Yes it does. I did another test where I plugged it in after booting and the HDMI didn't detect any input.
