Debian-installer is one of the parts of debian that I try to avoid touching, don't have any easy solutions for this. Quick searching finds https://wiki.debian.org/DebianInstaller/Build which you probably already found.

I meant i cannot recreate the entire chain of building unsigned_kernel>signed_kernel(udebs)>installer_components. Because i cannot find any article of how to sign kernel (by any key, not necessarily Debian's) to get udebs for the installer.
