[Software] Debian comes with duplicate Perl exes in /usr/bin and /bin?

Curious

I built Perl for installation into
/usr/local
and noticed that there are two Perls, one in /bin and one in /usr/bin, which seems like an awfully silly waste of disk space.

(The implied question is "why?").
