[O/S] TDP and temperature drops after few minutes and don't recove

When I start a game for first few minutes it cpu ran at around 30W and temps around 75°C than it drops down to 15W and 60°C than don't recover, needs to close game and start again to run it at full tdp and than again drops, In some rare occurrence it works fine at full TDP for hours no issue, this was not happening on windows. Also this problem is only in games

Solutions tried:
Used Heroic launcher and Steam both.
Used Proton ge : 9-11 , 8-32 and proton experimental
restart system
set tctl tmp to 80° with ryzenadj

System info: Debian 12
Kde plasma: 5.27.5
Kernel: 6.1.0-23-amd64
Graphics: X11
Processor: Amd Ryzen 5 5500u
Gpu: Radeon 7 (igpu)

it's same with --max-performance, idk if this forum is right place for this issue I tried Fedora and it's same problem over there too so this bug is in proton most probably.

Where you guys take ryzenadj from? This is proprietary CPU overclock software from AMD? I've checked and this does not exist in Bookworm repository.
