I want to set up a NAS backup system where the files can be accessed without extracting a big archive. So like back up individual files and compress them.
I also want the compressed archive to be encrypted, with the file names also. And have the ability to quickly decrypt the file names without decrypting the entire file (Preferably without some lookup table)
Also preferably have the ability to recognize archives that are split up.
Are there any programs that could help with that?

Man what kind of system are you trying to back up and restore here?
You want to compress files individually, encrypt them, sort them in some way that only you understand, and then encrypt the file names? The word you are looking for is obfuscate, you don't encrypt file names, you obfuscate them, breaking down your comment into little pieces, makes it easy to understand. What you are asking for instructions for, is very easy to do. These are not complex procedures at all.
